E-Bikes: Update from Alan Medcalf

In Ottawa, the NCC was the first to move, declaring that scooter-like e-bikes are now banned on NCC paths/bikeways (report here).  The City of Ottawa is expected to follow suit and align with the NCC, but has not acted yet.  NCC did extensive public and industry consultation to arrive at their ruling, and you can read all about it in the report.

At the same time, MTO is currently studying the issue, and is expected to clarify the definition of “e-bike” soon.  Off the record, what’s expected is that scooter-like e-bikes will be classified in with Motor-Assisted Bicycles (MOPEDs), subject to the same restrictions, licensing, etc.  That’ll leave the “e-bike” classification for e-bikes that look like bicycles, have to be pedaled like bicycles, yet can have electric motor assist which can be engaged while pedaling.
