Ottawa Valley Recreational Trail To Become Multi-Use Trail?

April 28, 2017 by Lanark County’s economic development committee recommended Wednesday that county council move ahead with a joint management plan for the Ottawa Valley Recreational Trail involving Lanark and Renfrew counties and Papineau-Cameron Township.
The municipalities own the former CPR rail bed which runs 296 km from Mattawa to Smiths Falls.

Interest in the future of the trail is high. CAO Kurt Greaves reported high turnouts at open houses held this winter. He said he’s received 80 comment sheets and 600 emails, noting that “people are very divided on the issue of motorized use on the trail.”
Some want the trail to be used for walking and cycling, while others want to be able to use ATVs and snowmobiles, as well. Greaves noted the towns of Arnprior and Renfrew have voted to allow all-terrain vehicles in certain areas of the towns and on the OVRT. Renfrew County and Papineau-Cameron Township are both supporting a multi-use trail format.
In Lanark County, Beckwith and Montague townships as well as Carleton Place have passed motions supporting a multi-use trail. Mississippi Mills is forming a task force to determine which side it will come down on.

- the Ontario Trails Council responded to the release of a recreational trail management plan rfp and we were the successful respondent.

We met with County staff(s) and the county Councillors from Renfrew, Papineau-Cameron and Lanark on July 5th, in Pembroke, to discuss our plan, it's content, and our process going forward.

Working with both Quercwood Consulting and Treadscape; the Ontario Trails Council looks forward to producing a draft plan by August 8th for Committee review.

Lyme Disease signage in DevelopmentAs a follow-up to ongoing advisories on the risk of Lyme disease the OTC wishes to repeat:
Tick populations are established in known risk areas throughout the province. In addition, multiple factors are allowing ticks to potentially establish populations in new areas throughout the province. These factors include climate change, warmer winter temperatures and ticks' ability to "hitch-hike" on suitable hosts, like birds or deer. Ticks live near the ground in woodlands, tall grasses and bushes, and thrive in moist environments, like those found underneath old leaves on the forest floor. The best way to prevent tick bites include:
  • Wearing closed-toe shoes, long-sleeved shirts and pants
  • Pulling your socks over your pant legs to prevent ticks from crawling up your legs
  • Wearing light-coloured clothing to spot ticks more easily
  • Using insect repellent containing DEET or Icaridin on clothing as well as on exposed skin, following the product instructions carefully
  • Showering or bathing within two hours of being outdoors to remove ticks that can be on your skin but not yet attached
  • Doing a daily full body check for ticks. Young blacklegged ticks can be as small as a poppy seed, so look carefully. Check children and pets for ticks as well.
  • Placing outdoor clothing through the dryer cycle for 60 minutes on high heat before washing to kill any ticks that may be hard to see
If you or a family member are experiencing serious symptoms and health effects, or have concerns about any symptoms, please contact your health care provider.

"As a public health physician, I know that Lyme disease is a serious issue. Whether it’s hiking, camping, golfing, working or any other outside activity it is important that Ontarians take these simple steps to protect themselves from tick bites this summer. "
 — Dr. Eric Hoskins, Minister of Health and Long-Term Care
"The best defense against Lyme disease is to avoid being bitten by black legged ticks. That’s why Ontarians should remember to be tick smart while enjoying or working outdoors this summer, and take simple measures to reduce their and their family’s exposure to ticks that may be carrying the bacteria which causes Lyme disease. "
 — Dr. David Williams, Ontario’s Chief Medical Officer of Health

Ontario Trails News - National trail Program Announced and Application on -line

National Trails Program Project Round Two

In 2009-10 many OTC members were beneficiaries of federal funding that went to support trail development in Ontario. The OTC worked hard for about 5 years to process that funding and create that envelope.

For information on the program use this link: http://www.ntc-canada.ca/index.php

This past spring the federal budget announced another round of funding. This time the projects run for two fiscal years, 2014-15 and 2015-16.

The project application process is now open. To begin your application use this link: http://www.ntc-canada.ca/application.php

In Ontario the OTC has been retained to assist members process their NON-Motorized and multi-use trail applications to the NTC. This facilitation includes:
  • application review
  • assisting in application completion
  • ensuring applicants are eligible to apply
  • processing at decision making committee (ORAC)
  • negotiating with other use groups in multi-use applications
  • reporting on grant to NTC Ontario, national non-motorized and NTC National Coordinator and related staff
  • ensure file is audit ready
Snowmobile and ORV will be processed through their own channels, however dialogue with these groups is key to overall success.

The application deadline is August 15, 2014. (THis seems short but it is 15 days longer than in 2009-10. A small fee relative to the value of the project will be charged for this service. Please contact the OTC to discuss - 613-484-1140, or execdir@ontariotrails.ca

Ontario Trail News - Trail News from all over Ontario Trails

National Trail Coalition funding in Budget
The National Trails Coalition (NTC) is the operating name for the Coalition of Canadian Trails Organizations, a federally incorporated not-for-profit organization. The NTC was formed in 2007 to bring the broad spectrum of trail-based activities together in a collaborative manner to build, maintain and promote trails and trail use across Canada. One of the founding principles of the Coalition is building new partnerships between trail disciplines; fostering more multiple-use trail development; and providing a trail-based platform on which private enterprise and volunteer groups alike can generate economic activity.
The umbrella organizations spearheading the coalition initiative are the Canadian Council of Snowmobile Organizations (CCSO), the Canadian Off-Highway Vehicle Distributors Council (COHV), and the Canadian Trails Federation (CTF). Through their affiliates across Canada, these parent bodies represent trail building, operating and maintenance organizations in every province and territory. Most importantly, they provide trail infrastructure and a tourism product that is used by millions of Canadians and visitors to Canada.

Development News
Equine Canada Hosts National Trails Meeting

Trail leaders from across Canada met for two days in Winnipeg. The national meeting of trail leadership has been in development for over 6 months with Audrey Lapointe the Equine Canada, Manager of Recreation, Trails and Tourism; with the support of Jack De Wit, EQ Board Member and OTC President, as well as Patrick Connor ED of OTC and EQ Recreation Council Member.
The premise was simple, there were looked for outcomes from the National Trails Symposium held in Banff in 2010, and the groups had not met since that time.  There were National Trails Coalition, and Canadian Trails Federation meetings but no real chance for national groups to come together to determine some national sense of direction related to trails and trails tourism.
This project aims to connect key stakeholders in the development of a national trail strategy that will reduce user conflicts, address conservation concerns, and generate positive contributions to the leisure (outdoor) and tourism sectors of the Canadian economy
The meeting gathered participants from across Canada who are involved or have an interest in tourism, and multiuse trail development, with the purpose of:
• Sharing ideas for developing a common vision of Canada’s National Trail Network web tool
• Presenting existing data concepts and innovations
• Create community networks and to foster partnerships between trail organizations to advocate the needs of the industry
The meeting was great. There was agreement to work on crafting a National Trails Network Web Portal. We appreciate the effort EQ put into the day, the efforts of Audrey and Jack and the input from the participants.

National Trail Coalition funding in Budget
From Dennis Burns, Executive Director CCSO. Here is some of the wording and content as I see it from yesterday's announcement in the Federal Budget as presented at 4 pm
from Minister of Finance the Honourable Jim Flaherty.

The national media is quoting right out of the budget document and we spent about 45 minutes with the media yesterday in Ottawa as we were invited into the budget lock up - the media scrum was immediately following 4 pm as the speech started.

Quote from the budget and Minister Flaherty's speech - the title for the trail funding is the same as what was promised in the 2011 election platform - Improving and Expanding Canada's Snowmobile and Recreational Trails

Economic Action Plan 2014 proposes to provide $10 million over two years to improve and expand snowmobile and recreational trails across the country.

"Canada has a vast network of recreational trails, which allow Canadians to experience the outdoors and appreciate this country's natural beauty. Through Budget 2009, the Government provided $25 million to the National Trails Coalition, a non-profit organization, to create, upgrade and sustain snowmobile and all-terrain-vehicle trails throughout the country. Additional funding was leveraged from the coalition and its partners and close to 500 projects were completed under this initiative. Federally supported investments include: over $56,000 for safety improvements to trails in Lakefield, Ontario; $244,000 for improvements to bridges and trails in Val d'Or, Quebec; and $550,000 for the development of the Confederation Trail in Prince Edward Island."

Economic Action Plan 2014 proposes to provide an additional $10 million over two years, beginning in 2014-15, to the National Trails Coalition to improve and expand snowmobile and recreational trails across Canada.

CBC media link from the news last night http://goo.gl/Cro2Ja

Look at the cover of the budget presentation and then the words as quoted by CBC. Cover photo - the newly completed trail between Banff and Canmore - world class showcase "recreational trail" on the cover of the budget document - the only photo used in the entire document!! I suggest to you that this shows incredible support for trails

Minister Flaherty's speech on page 8 quote  "It pleases me to announce that our Government will partner with the National Trails Coalition to make this
recreational experience even better, fulfilling another of our 2011 platform commitments.
