"Access by the public to Crown land in Northern Ontario is not an issue of a single snowmobiler using the wrong access to a park. It is about thousands of local citizens being refused access to thousands of miles of crown lands that they have had a traditional right to fish, hunt, hike, ATV, snowmobile and berry-pick in for decades. Brown, being from Northern Ontario, attempts to broach the issue himself in his supplemental, but to no avail."
